Abstract: THIS RULE ESTABLISHES PROCEDURE AND CONDITIONS FOR THE ISSUANCE OF LICENSES WHICH PERMIT THE IMPORTATION OF SUGAR EXEMPT FROM THE QUOTAS ON SUGAR, SYRUPS, AND MOLASSES AS MODIFIED BY PRESIDENTIAL PROCLAMATION 4941 OF MAY 5, 1982, AS AMENDED.
