Terms of Clearance: We have disapproved this survey due to two major problems that have led us to conclude that this survey lacks practical utility for the proper performance of the function of the agency. We described these problems at some length in a six-page document transmitted to the agency in early July. We have heard no response. The documents are attached to this notice of action, and should be carefully scrutinized, but we will summarize them here. First, there are several problems with the general methodology. The primary objective of this survey is to yield information that would be useful in improving implementation of the JTPA. The description of the survey does not indicate that it does so. For example, there is no commentary on the availability of appropriate performance and control variables. It is not clear what the final product will be, or how the "efficacy of existing training offerings" will be evaluated. Second, we have a number of concerns about the wording and need for specific questions. In the documents transmitted earlier, we raised questions about 22 individual questions. We are ready to reconsider our decision upon the submission of material that responds in detail to these concerns.

SURVEYS OF AGENCY DIRECTORS AN STAFF WILL IDENTIFY PRIORITY TRAINING NEEDS BY TYPE OF STAFF POSITION AND ORGANIZATION, AND PERMIT MANAGERS TO COMPARE STAFFING IN THEIR OWN ORGANIZATION WITH SIMILAR ORGANIZATIONS.
