Terms of Clearance: We have disapproved this collection of information because of severe methodological flaws that will undermine the utility of the results. We believe the survey could be significantly improved through consultation with the Bureau of Labor Statistics, which has considerab expertise in designing survey forms and in this issue area. Our concerns are detailed on the document attached to this notice of action, but we summarize them here. First, one of the purposes of the survey is to determine "whether it is possible to identify future displaced workers." However, there is no explanation of how the proje will do this. Second, it is not clear that a survey is needed "to kno if the experiment is reducing worker attachment by encouraging workers to seek work with employers other than the separating employer." The project file should already have this information. Third, the value o detecting changes in job search behavior simply by asking the responde if he made any additional efforts (Q.45) is probably very limited. BL may be able to suggest other means of checking the hypothesis. Fourth questions 1-3 will confuse the respondent due to the use of inaccurate and imprecise terms such as "layoff," "slack work," and "self-operated We will review the revised survey promptly upon resubmission to prevent further delay in this project.

Abstract: THE WASHINGTON REEMPLOYMENT BONUS EXPERIMENT WILL ASSESS IF BONUSES OFFERED TO UNEMPLOYMENT INSURANCE CLAIMANTS REDUCE UNEMPLOYMENT AND PROGRAM COSTS. THE PROPOSED SURVEY WILL PROVIDE DATA ESSENTIAL TO VALIDATE EXPERIMENTAL RESULTS, AND ADDRESS ISSUES, SUCH AS EFFECTS ON DISPLACED WORKERS CRITICAL, THAT ARE TO DETERMINING IF THE BONUS PROGRAM IS APPROPRIATE PUBLIC POLICY.
