Abstract: THIS IS A FEDERAL ASSISTANCE ESTABLISHED EVALUATIVE CRITERIA ARE ESSENTIAL SO THAT ALL POTENTIAL REHABILITATION PROGRAMS FOR HANDICAPPED PERSONS. INSTRUCTIONS ARE REVIEW OF APPLICATIONS FOR NEW PROJECTS UNDER RSA DISCRETIONARY GRANT PROGRAMS.
