Abstract: THE COAST GUARD NEEDS TO GATHER INFORMATION ON THE PHYSICAL CONDITION OF CERTAIN MERCHANT VESSEL PERSONNEL TO EVALUATE THEIR QUALIFICATIONS FOR A LICENSE OR DOCUMENT. THE PHYSICAL IS USED TO VERIFY THE APPLICAN IS PHYSICALLY QUALIFIED. AFFECTED PUBLIC IS ANY PERSON APPLYING FOR CERTAIN MERCHANT MARINE LICENSES OR DOCUMENTS.
