Abstract: THIS INTERIM RULE IMPLEMENTING THE NEW CONSTRUCTION COMPONENT OF THE SECTION 8 PROJECT-BASED CERTIFICATE PROGRAM ALLOWS PHAS TO ATTACH UP TO 15% OF THE SECTION 8 ASSISTANCE TO NEWLY CONSTRUCTED STRUCTURES AS WELL AS TO REHABILITATED UNITS.
