Abstract: THE 1989 SPECIAL SURVEY IS A TEST SURVEY OF THE REVISED FORMAT OF RESPONSES TO THE RACE QUESTION, WHICH WILL BE ASKED OF THE ENTIRE U.S. POPULATION IN THE 1990 CENSUS. A SAMPLE OF 40,000 HOUSEHOLDS WILL BE DRAWN FROM FIVE METROPOLITAN AREAS (PHILADELPHIA, DETROIT, CHICAGO, NEW YORK AND SAN DIEGO) AND TWO RURAL SITES (WEST VIRGINIA AND MISSISSIPPI).
