Abstract: THIS COLLECTION IS REQUIRED BY STATUTE AUTHORIZING THE DEPARTMENTS OF COMMERCE AND AGRICULTURE TO PERMIT THE EXPORT OF HORSES BY SEA. THE AFFECTED PUBLIC ARE EXPORTERS OF HORSES WHO STATE THAT THE HORSES ARE NOT BEING EXPORTED FOR SLAUGHTER.
