Abstract: THE STATE OPERATIONS REVIEW (SOR) WILL ALLOW A COMPREHENSIVE ASSESSMENT OF THE METHODS USED BY THE STATES IN THE PRODUCTION OF PMLPC DATA. THE COMPLETED PACKAGE WILL SERVE AS A SOURCE FOR DOCUMENTATION OF INDIVIDUAL STATE PROCEDURES AND PROVIDE USEFUL MANAGEMENT INFORMATION WHICH CAN BE USED IN FUTURE PROGRAM ANALYSIS.
