Abstract: INFORMATION IS NEEDED FOR CUSTOMS TO BE ABLE TO IDENTIFY THE COUNTRY OF ORIGIN OF TEXTILES. THE REQUIREMENT PREVENTS CIRCUMVENTION OF BILATERAL AGREEMENTS AND INSURES THE PROPER ASSESSMENT OF DUTIES. THE DECLARATIONS WILL BE EXECUTED BY THE FOREIGN MANUFACTURER, EXPORTE OR U.S. IMPORTER TO BE FILED WITH THE ENTRY.
