Abstract: THIS NOTICE OF FUND AVAILABILITY INVITES APPLICATIONS FROM PHAS TO PARTICIPATE IN OPERATION BOOTSTRAP. APPROXIMATELY 3000 CERTIFICATES WILL BE AWARDED TO COMMUNITIES WHICH DEVELOP AND IMPLEMENT INNOVATIVE PROGRAMS TO ENABLE UNEMPLOYED OR UNDEREMPLOYED FAMILY MEMBERS TO BECOM ECONOMICALLY INDEPENDENT THROUGH THE COOPERATIVE EFFORTS OF THE PUBLIC AND PRIVATE SECTORS.
