basis. HUD should consider at least the following two options: (a)
less frequent inspections by PHAs or (b) utilizing tenant reporting
of deficiencies -- in lieu of annual inspections -- after the
initial PHA inspection. (2) HUD should provide a clearer
explanation of the need to collect information regarding "special
amenities."
