following year with the following terms of clearance. The agency
shall not require the submission of forms LM-7, Financial Status
Report, and LM-8, Project Performance Report, more frequently than
semi-annually. The agency has advanced no explanation of why these
reports are needed quarterly. OMB circulars do not "recommend"
quarterly reporting. Instead, OMB has established quarterly
reporting as the maximum allowable frequency. Semi-annual reporting
would seem to provide sufficient information to monitor the
programs. In addition, when these forms are resubmitted for review
after one year, the agency shall further recede to annual reporting
or explain why annual reporting would not give the agency
sufficient information to carry out the agency's functions.
