Abstract: THE INDEX HAS BEEN ESTABLISHED TO ENABLE THE AGENCY TO IDENTIFY ORGANIZATIONS THAT ARE DEEMED COMPETENT TO IMPLEMENT EXCHANGE PROJECTS INITIATED BY USIA. PROPOSALS WILL BE SOLICITED FROM THESE ORGANIZATIONS. THE INDEX WILL FACILITATE THE GRANT PROCESS BY ENABLING ALL ORGANIZATIONS TO SUBMIT BASIC UNIFORM DOCUMENTATION.
