Abstract: OWNERS AND OPERATORS OF HAZARDOUS WASTE MANAGEMENT FACILITIES ARE REQUIRED TO COMPLY WITH RCRA THIRD PARTY LIABILITY REQUIREMENTS. THE CORPORATE GUARANTEE EXTENDS ANOTHER ALTERNATIVE FOR COMPLIANCE TO THE OWNER OR OPERATOR FIRMS. THE AFFECTED PUBLIC ARE OWNER OR OPERATOR FIRMS WITH PARENTS WHO CAN PASS THE FINANCIAL TEST, PLUS STATE GOVERNMENTS.
