LOANS ARE MADE IN TARGETED AREAS IN NEED OF REHABILITATION, TO CORRECT CODE VIOLATIONS AND INCIPIENT DEFICIENCIES, AS PART OF AN OVERALL COMMUNITY DEVELOPMENT STRATEGY.
