This information
collection is approved through December, 1990. OMB has assigned a
greater number of burden hours to this information than what HCFA
has proposed. HCFA has not satisfactorily demonstrated to OMB that
the COP requirements placed on ICF/MRs accredited by the Council on
Services for People with Developmental Disabilities are "usual and
customary", and thus exempt from burden calculation (See 5 CFR
1320.7 (b)(1)). HCFA must, in its next submission, provide evidence
that the COP requirements in place before regulation was a practice
that was both usual and customary before the burden associated with
them is excluded from the total burden calculation for this
collection.
