Abstract: SECTION 7369 OF THE ANTI-DRUG ABUSE ACT OF 1988 DIRECTED THE IMPLEMENTATION OF THE AIR CARRIER SMUGGLING PREVENTION PROGRAM. THIS I A TWO YEAR TEST PROGRAM AT THREE MAJOR INTERNATIONAL AIRPORTS. THIS PROPOSED RULEMAKING OUTLINES THE METHODS A CARRIER USES TO BECOME PART OF THE PROGRAM.
