Terms of Clearance: Pursuant to 5 CFR 1320 and the Paperwork Reduction Act, the Office of Management and Budget (OMB) approves this report in part until November 1990. OMB cannot approve Schedule IIIB of this report. This entire schedule duplicates information provided to EPA through the Prevention of Significant Deterioration and New Source Review programs. In addition, EPA is developing the Aerometric Information Reporting system which should provide the same type of information requested in this schedule. In addition, before this collection is resubmitted for OMB review, EIA should further explain the need for question IIIA.2 and IV.7. Also, given that entities filing FERC form 1 provide approximately 75 percen of the US electricity supply, EIA should explain why it cannot use the information reported on that form to adequately describe the nonutilit power producer sector. EIA should also investigate whether the nonutility section of form 861 could be modified to obatin the needed information. If the form could not be successfully modified, then the nonutility section of EIA 861 should be eliminated as it duplicates the information provided in EIA 867. OMB will work with FERC and the public to ensure that this collection meets the requirements of the Paperwork Reduction Act.
