Based on EPA's supporting statement, guidance documents, amd public comments, the Office of Management and Budget is approving this collection with two conditions. First, EPA shall use the existing (1979) 6(a)(2) policy rather than the draft proposed 6(a)(2) rule which is expected to be proposed for public comment in 1990. Second, EPA shall allow registrants to summarize accepted post-1983 studies by submitting the existing study summary from the performing laboratory and an acceptable study certification with a completed acceptance criteria checklist. Both these conditions are imposed to assure that this collection will be the least burdensome necessary to fulfill the agency's mission as required under the Paperwork Reduction Act (see 5 CFR 1320.4(b)(1)). EPA shall provide OMB final copies of the three Phase III forms and a final copy of the ICR including the guidance documents reflectin changes made during the review process. These documents must be submitted before issuing the Phase III collection. If EPA revises the burden estimate for this collection, an Information Correction Worksheet should be submitted to OMB with a short explanation of the change.
