Abstract: THE NRCAR IS NECESSARY TO IMPLEMENT AND SUPPLEMENT THE GOVERNMENT-WIDE FEDERAL ACQUISITION REGULATION, AND TO ENSURE THAT THE REGULATIONS GOVERNING THE PROCUREMENT OF GOODS AND SERVICES WITHIN THE NRC SATISFY THE NEEDS OF THE AGENCY. THE "AFFECTED PUBLIC" ARE PROPOSERS, BIDDERS, AND CONTRACTORS OF NRC PROCUREMENTS.
