Abstract: THE 1990 DECENNIAL CENSUS WILL COVER THE POPULATION AND HOUSING CHARACTERISTICS OF ALL RESIDENTS IN GUAM, AMERICAN SAMOA, THE COMMONWEALTH OF THE NORTHERN MARIANA ISLANDS, AND POSSIBLY PALAU. ARTICLE 1, SECTION 2 OF THE UNITED STATES CONSTITUTION CALLS FOR A CENSUS TO BE CONDUCTED EVERY 10 YEARS. CENSUS DATA ARE ALSO USED TO ALLOCATE TERRITORICAL AND FEDERAL FUNDS AND IN PRIVATE SECTOR DECISION
