Terms of Clearance: The Agency failed to submit this collection of information to OMB on or before the date of publication of the NPRM in the FEDERAL REGISTER (as required in 1320.13(b). Hence, the OMB comments filed herein are for guidence only. We shall review the paperwork requirements in the final rule in their entirety when submitted for review. We are filing comments on these proposed collections of information 75.1916, under 5 CFR 1320.4(b). MSHA shall reexamine whether all the information which must be submitted to the agency for approval of training (and retraining) programs has practical utility and is the least burdensome necessary. For example, why is it necessary for MSHA to know the location of the instruction, and a description of the teaching methods and course materials -- MSHA should only need to review and approve the qualification examinations. In other words, how important are the details of a training program, so long as it produces mechanics who can meet MSHA standards? When the information collections in the final rule are submitted for PRA review, MSHA shall place the OMB comment number, 1219-0112, in item 20 on the SF83. OMB is not providing an approval number at this time.
