Abstract: REQUIRES COAL MINE OPERATORS TO SUBMIT TO MSHA FOR APPROVAL FIRE EXTINGUISHING AND ABANDONMENT PLANS FOR REFUSE PILES AND IMPOUNDMENTS. MSHA REVIEWS THE PLANS TO INSURE THAT THEY ARE IN KEEPING WITH PRUDENT ENGINEERING PRACTICES AND WHEN IMPLEMENTED WILL ELIMINATE THE EXISTING HAZARDOUS CONDITIONS.
