We have filed
the following comments on this proposed collection of information:
1) In the final rule, MSHA shall explain why a certification would
not be the least burdensome method necessary to meet the
information needs set forth in 75.154(a). 2) In the final rule,
MSHA shall more clearly define what material must be included in
75.157(b), including an explanation of the phrase "The applicable
requirements of this part." MSHA shall also justify the practical
utility of each of the collections of information in 75.157(b). 3)
In the final rule, MSHA shall explain whether the information
collections in 75.159 are the least burdensome necessary especially
the requirement to maintain a list of the "dates of qualification
and retraining." 4) In the final rule, MSHA shall determine whether
the timing of equipment examinations and tests, as set forth in
75.508(c),(d),(e), and (f), are the least burdensome necessary. OMB
will continue the approval for the existing paperwork once it has
been reinstated, but is not approving the proposed collection of
information at this time.
