months with the following condition. HUD shall indicate to OMB why
it must be apprised of specific local code changes, as required at
paragraph (2) on page I-3 and paragraph (2) on page K-5 of HUD
handbook 4910.1, for localities with fully- and partially-accepted
codes. This level of HUD review appears excessive in light of HUD's
standard for the original acceptance of local codes for use in lieu
of of the HUD model code. HUD's standard for acceptance is
presumably only that localities regulate certain aspects of
construction (e.g., fire safety), and no minimum level of
regulation is specified by HUD.
