Abstract: THE COMMERCE DEPARTMENT IS REQUIRED TO SEEK MAXIMUM COMPETITION TO OBTAIN CONTRACTS FOR NEEDED SUPPLIES AND SERVICES TO MEET ITS MISSION. GOVERNMENT-WIDE ACQUISITION REGULATIONS, THE FEDERAL ACQUISITION REGULATION, REQUIRE THE USE OF FORMAL SOLICITATIONS WHICH REQUEST WRITTEN OFFERS FROM PROSPECTIVE CONTRACTORS AS PART OF THE ACQUISITION PROCESS TO AWARD THESE CONTRACTS.
