with the Paperwork Reduction Act and 5 CFR 1320, this information
request has been approved through 01/31/91. Should the Minerals
Management Service (MMS) resubmit this information request to OMB
for approval, MMS should address the following issues: (1) Explain
how the Secretary of Interior specifically uses the information
collected to "balance such development (of OCS minerals other than
oil, gas, sulphur) with protection of the human, marine, and
coastal environments (justification statement p.1)," (2) Contact
individuals required to submit the information included in this
collection to ascertain if there is a manner in which the same
information could be collected in a less burdensome manner. The
names and telephone numbers of these individuals should be
submitted to OMB as part of the justification statement, (3)
Explain exactly how MMS uses the information requested under
section 280.6(a)(10) and any other information requested, to
determine "whether a permit can be issued under section 11 of the
