This information collection request remains unresponsive to the
notices of action, dated 7/24/88 and 8/28/89, that required INS to
complete a review of all naturalization requirements associated
with the naturalization interview. This review must extend beyond
the forms N-445 and N-430 to determine whether the burdens imposed
upon applicants are proportionate to need. The 8/28/89 remarks also
requested a review of burden estimates, with the view that the
public reporting burden (including the time needed to gather and
maintain the data needed) for the naturalization process far
exceeds the time estimated for the N-430 (5 minutes) and any
estimates provided in connection with other INS information
collection instruments associated with the naturalization
process.
