Abstract: THIS REPORTING REQUIREMENT IS INTENDED TO DISCOURAGE THE USE OF FOREIGN FINANCIAL ACCOUNTS TO FACILITATE ILLEGAL ACTIVITIES INCLUDING TAX FRAUD. A FAILURE TO REPORT THAT IS RELATED TO OTHER VIOLATIONS OF LAW IS A FELONY. IT WILL ALSO BE USED FOR ECONOMIC ANALYSIS. BANKS, MULTINATIONAL CORPORATIONS, AND WEALTHY INDIVIDUALS ARE THE ONES MOST AFFECTED BY THE REQUIREMENT.
