TITLE 46 GIVES THE COAST GUARD
AUTHORITY TO DEVELOP REGULATIONS TO ENSURE THE SAFETY OF FREIGHT,
NAUTICAL SCHOOL, PASSENGER, TANK, STEAM, AND SEA-GOING MOTOR
VESSELS AND BARGES AND THEIR ASSOCIATED SYSTEMS, AND TO ENSURE
COMPLIANCE WITH SUCH REGULATIONS. PLAN SUBMISSION BY BUILDERS AND
DESIGNERS OF THOSE VARIOUS TYPES OF VESSELS IS NEEDED AND USED TO
DETERMINE IF THESE REQUIREMENTS ARE MET.
