Terms of Clearance: In accordance with the Paperwork Reduction Act and 5 CFR 1320, this information collection request is approved through 8/31/91. Should th Office of Surface Mining Reclamation and Enforcement (OSMRE) resubmit this information collection for OMB review, OSMRE must address the following issues: (1) Describe what steps, if any, OSMRE has taken to implement recommendations embodied in OSMRE's Final Report of the Information Collection Task Force, date November 1989. (2) What steps if any, has OSMRE taken to lessen the public's information burden stemming from the surface water monitoring reporting requirements foun at 30 CFR 816.41(e)(2) and 817.41(e)(2). Specifically, has OSMRE considered decreasing the frequency that the required information must be submitted? (3) What steps, if any, has OSMRE taken to insure that information requirements relating to blasting records found at 30 CFR 816.68 and 817.68 are not duplicative of information available from other sources and, in addition, have "practical utility."

Abstract: SECTION 515 OF THE SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 PROVIDES THAT PERMITTEES CONDUCTING SURFACE COAL MINING OPERATIONS SHA MEET ALL APPLICABLE PERFORMANCE STANDARDS OF THE ACT. THE INFORMATION COLLECTED IS USED BY THE REGULATORY AUTHORITY IN MONITORING AND INSPECTING SURFACE COAL MINING ACTIVITIES TO ENSURE THAT THEY ARE CONDUCTED IN COMPLIANCE WITH THE REQUIREMENTS OF THE ACT.
