Abstract: THE TOXIC SUBSTANCE CONTROL ACT REQUIRES IMPORTERS OF ANY CHEMICAL SUBSTANCE IN BULK AND AS PART OF A MIXTURE IMPORTED INTO CUSTOMS TERRITORY TO PROVIDE A CERTIFICATION TO THE DISTRICT DIRECTOR AT PORT OF ENTRY. THESE AMENDMENTS WILL ALLOW IMPORTERS TO SUBMIT A BLANKET CERTIFICATION.
