Terms of Clearance: In accordance with the Paperwork Reduction Act and 5 CFR 1320, OMB cannot approve this information collection. The NPRM proposed a very rigorous compliance demonstration protocol requiring extensive data collection and reporting. EPA has not demonstrated that the proposed information requirements are the least burdensome necessary to achieve agency objectives. For example, why is it necessary to record CO emissions, steam flow and flue gas temperature to demonstrate compliance with the MWC organics standard? Also, how would EPA give credit to the separation and recovery of waste away from the plant (e.g., residential composting of yard waste)? OMB will work with EPA to ensure that the information requirements have practical utility and impose the least burden necessary for EPA to carry out its program objectives.

Abstract: INFORMATION REQUIRED BY THE NSPS IS NECESSARY TO ENSURE THAT MUNICIPAL WASTE COMBUSTOR (MWC) EMISSION STANDARDS ARE ATTAINED AND THAT MWC'S A PROPERLY OPERATED AND MAINTAINED. THE AFFECTED PUBLIC IS ALL PLANTS IN THE MWC INDUSTRY WHICH MAY BE OWNED BY LOCAL GOVERNMENTS OR PRIVATE COMPANIES.
