Abstract: THE APPLICATION TO SHUCK SURF CLAMS/OCEAN QUAHOGS AT SEA IS REQUIRED BY THE COMMISSION OF AMENDMENT 8 TO THE SURF CLAM/OCEAN QUAHOG FISHERY MANAGEMENT PLAN. THE AMENDMENT IMPLEMENTS A SYSTEM OF MANAGEMENT USING INDIVIDUAL TRANSFERABLE QUOTAS. THE APPLICATION AND SUBSEQUENT APPROVA WILL PROVIDE REGULATORY RELIEF BY ALLOWING AT SEA PROCESSING WITH AN OBSERVER OR APPROVED CONVERSION FACTOR TO ACCURATELY RECORD CATCH
