IN RESPONSE TO THE PHILLIPS 66 EXPLOSION ON OCTOBER 23, 1989 THAT KILL 23 WORKERS AND INJURED 100 MORE, SECRETARY DOLE PROMISED PRESIDENT BUS A COMPLETE FORMAL INVESTIGATION WOULD BE HELD. TO CONDUCT THIS INVESTIGATION A STUDY OF SAFETY AND HEALTH ISSUES AS THEY RELATE TO CONTRACTOR AND DIRECT HIRE EMPLOYEES IN THE PETROCHEMICAL INDUSTRY MUS BE PERFORMED.
