EXPLOSION ON OCTOBER 23, 1989 THAT KILL 23 WORKERS AND INJURED 100
MORE, SECRETARY DOLE PROMISED PRESIDENT BUS A COMPLETE FORMAL
INVESTIGATION WOULD BE HELD. TO CONDUCT THIS INVESTIGATION A STUDY
OF SAFETY AND HEALTH ISSUES AS THEY RELATE TO CONTRACTOR AND DIRECT
HIRE EMPLOYEES IN THE PETROCHEMICAL INDUSTRY MUS BE PERFORMED. THE
SURVEY WILL HELP DETERMINE THE EXTENT TO WHICH
On behalf of this Federal agency, I certify that

1320.8(b)(3).
