applicant's failure to complete Question 7 of the Candidate
Information Form cannot be used to reject an application as
incomplete or disqualify an application from consideration and 2)
when this collection is resubmitted for clearance the agency must
provide information on how this consultant file compares to other
such files in use by other agencies within HHS and assess the
extent to which the NIH/ADAMHA consultant file can be combined with
other consultant files in use within HHS.
