This ICR for the proposed section 17(a)(2) policy changes are not approved, in part. The increased burden associated with the multilingual acknowledgement statements (244 hours) and the research product verification (98 hours) has demonstrated practical utility and is approved. However, at this time, it is unclear whether the change the "similarity exemption" is the least burdensome necessary (5 CFR 1320.4(b)(1)). Public comments on the proposed policy change will hel evaluate the merits and whether the increased burden (549 hours) is accurate. In addition, EPA shall reexamine its assumption that per shipment (rather than annual) reporting is minimal basedon public comments.

FEDERAL LAW REQUIRES EXPORTERS OF AN UNREGISTERED PESTICIDE TO OBTAIN A STATEMENT FROM THE FOREIGN PURCHASER ACKNOWLEDGING THAT THEY UNDERSTAND THAT THE PESTICIDE IS NOT REGISTERED IN THE UNITED STATES AND CANNOT BE SOLD IN THE UNITED STATES. EPA MUST TRANSMIT A COPY OF THIS STATEMENT TO AN APPROPRIATE OFFICIAL IN THE GOVERNMENT OF THE IMPORTING COUNTRY.
