Abstract: SECTION 204 OF P.L. 99-603 REQUIRES THAT STATES SUBMIT ANNUAL APPLICATIONS FOR FUNDING AND THAT THE SECRETARY REPORT ANNUALLY TO CONGRESS. IN ORDER TO CARRY OUT THE REQUIREMENTS OF THE STATUTE, WE HAVE PROPOSED THAT STATES SUBMIT FISCA AND PROGRAM REPORTS, IN ADDITION TO THE ANNUAL APPLICATION.
