Abstract: THE MAIL-BACK RATE FOR 1990 CENSUS QUESTIONNARIES WAS APPRECIABLY LOWE THAN ANTICIPATED, ESPECIALLY IN LARGE CITIES. THIS RANDOM-DIGIT-DIALI TELEPHONE SURVEY OF RESIDENTS IN CLEVELAND AND NEW YORK CITY WILL YIEL INSIGHTS INTO THE CENSUS BUREAU'S ADDRESS PREPARATION AND DELIVERY, AS WELL AS TO RESPONDENTS' REACTIONS TO THE RECEIPT OF THE FORM.
