PUBLIC LAW 100-690 EXTENDS THE
STATUTORY REQUIREMENT FOR ANNUAL APPLICATIONS AND REPORTS
DESCRIBING THE INTENDED AND ACTUAL USES OF ALLOTMENTS TO THE STATES
UNDER THE ALCOHOL, DRUG ABUSE AND MENTAL HEAL SERVICES (ADMS) BLOCK
GRANT. THE INFORMATION FROM THESE REPORTS ARE USED BY CONGRESS, THE
AGENCY, STATES, AND THE GENERAL PUBLIC.
On behalf of this Federal agency, I certify that
