Abstract: THE EMERGENCY MANAGEMENT FIELD IS COMPRISED OF INDIVIDUALS WHOSE TRAINING AND EXPERIENCE VARIES SUBSTANTIALLY. THERE IS A NEED TO (1) PROVIDE INCENTIVES FOR SELF-IMPROVEMENT, (2) ESTABLISH REASONABLE CRITERIA FOR PROFESSIONAL ACHIEVEMENT IN THE FIELD, AND (3) IMPROVE OUR ABILITY TO ASSESS PREPAREDNESS OF EMERGENCY AGENCIES THROUGH ASSESSMENT OF STAFF CAPABILITIES.
