Abstract: REGULATIONS WILL IMPLEMENT THE FEDERAL SUBSISTANCE MANAGEMENT PROGRAM PUBLIC LANDS IN ALASKA AND GENERALLY ALLOW SUBSISTENCE ACTIVITIES ON SUCH LANDS TO QUALIFIED ALASKAN RESIDENTS, IN ACCORDANCE WITH STATE REGULATIONS IN EFFECT ON NON-FEDERAL LANDS, TO HARVEST FISH AND WILDLIFE IN THE ABSENCE OF A STATE PROGRAM.
