In accordance
with the Paperwork Reduction Act and 5 CFR 1320, this information
collection is approved through January 31, 1992. Regulations
governing Underground Mining Permit Applications (30 CFR 783) are
almost entirely duplicative of regulatory requirements for Surface
Mining Permit Application (30 CFR 779, OMB approval number
1029-0035). Consequently, permit applications may effectively be
burdened unnecessarily by the need to read and understand two sets
of instruction when one set would perhaps suffice. Prior to
resubmit ting this collection for OMB review, the agency should
analyze the potential amount of burden reduction and cost savings
associated with consolidation of these sections of CFR. If
appropriate, the agency should initiate appropriate regulatory
changes. In addition, OSMRE should provide OMB with the names and
phone numbers of industry representatives and/or trade associations
contacted by the agency as part of this study.
