OMB approves this information collection for two years, in light the upcoming HEA reauthorization, under the following conditions: 1) ED corrects the citation in the cover letter concerning 34 CFR 206.31(i), which refers to the prior experience portion of the application. The reference should be to (i) as a whole, since (i)-(v) are subcategories under 206.31(i)(2). Alternatively, ED could referen the full citation, 206.31(i)(2)(i-v). 2) ED requests explicitly a copy of past evaluations from applicants who have been awarded previous HEP contracts. 3) ED requires that applicants submit a management plan, addressed in the regulation at 206.20(c) and in the statute governing this program. OMB notes that ED's response to this question was to 201.31, which addresses service priorities for funding current migratory childrenand has nothing at all to do with this program. If this was a typo, it di not respond to OMB's original question since 206.31 does not require a management plan. 4) ED revises the cover letter as promised, indicating that projects must last at least three years at a minimum funding level of $150,000 per year, and that a list of services that may be provided appear at 206.10. These OMB suggestions did not appear in the revised letter which we received with the ED 8/30 response. 5) ED submits a copy of the completed package for OMB verfication.
