Terms of Clearance: OMB approves this information collection, noting that the value of the study with respect to gaining information and developing appropriate hypotheses does not extend to drawing policy conclusions for Chapter 1 preschool service delivery as a whole (with respect to cause and effect for specific outcomes). OMB cites this limitation because the Chapter 1 substudy does not employ control or comparison groups to determine whether child development is truly affected by in-program experiences, rather than by extraneous factors. Moreover, the study does not selec a random sample of children to be observed, but rather carefully choos school districts and programs to maximize variability.
