OMB approves the Survey of Industrial Research and Development through September 1991. As NSF has agreed, one year clearance is granted so that OMB may review NSF's work to improve the practical utility of the information collected through the survey. Also as NSF has agreed, NSF must meet the following conditions: o NSF will use the mandatory form (RD1) for 50% of the small compani sampled, and for 90% of the large companies. NSF will test the voluntary form (RD1V) for the other 50% of small companies sampled, an for the other 10% of large companies. o NSF will submit to OMB the questionnaire to pretest 50 companies f survey modification to improve response rates (section 13f1, burden = hour per company), and the questionnaire to pretest 50 companies for question content (section 13f3, burden = 2 hours per company). For bo pretest questionnaires, OMB may submit comments to NSF within 10 days submission to OMB. OMB and NSF must agree to any changes made as a result of these comments before the pretest is administered. o NSF will submit any other future instruction sheets, cover letters, and questionnaires for OMB comment before sendi such documents to recipients. In addition, any follow-up corresponden to companies surveyed will include letters from both NSF and Census.
