Abstract: ALL FINANCIAL INSTITUTIONS SUBJECT TO THE REPORTING AND RECORDKEEPING REQUIREMENTS OF THE BANK SECRECY ACT AND ITS REGULATIONS MAY REQUIRE INTERPRETATIONS OF THE ACT AND THE REGULATIONS. THE PROPOSED RULING SYSTEM WILL PROVIDE A METHOD BY WHICH THOSE INTERPRETATIONS WILL BE AVAILABLE TO ALL FINANCIAL INSTITUTIONS SUBJECT TO THE ACT AND REGULATIONS.
