Terms of Clearance: OMB approves this information under the following conditions, all of which have been agreed to by ED: o Analytical comparisons between Even Start data and other relevant data bases should not be drawn before ED confers with OMB about this process. Current external data bases provide an insufficient basis fo developing such comparisons. o Cost data for Even Start should not be compared with cost estimate for other early childhood education programs. Rather, in-depth Even Start studies that will come to OMB for review should concentrate on developing and collecting accurate cost data. If OMB and ED find that results are satisfactory, these data may be collected for all Even Sta programs in future years. o Questions concerning background and training of Even Start project staff will be deleted from the instrument. After consultation with OM ED will develop a more useful set of questions in this area, and will administer these as an addendum to this information collection. OMB h increased burden by 146 hours to account for the addendum (2 hours per site x 73 sites).

Abstract: THE STUDY, WHICH RESPONDS TO EVALUATION REQUIREMENTS IN THE EVEN START AUTHORIZING LEGISLATION, WILL ASSESS THE EFFECTIVENESS OF THE EVEN STA PROGRAM. LOCAL PROJECTS WILL COLLECT DATA ON PARTICIPATING FAMILIES A SEND THEM TO THE EVEN START EVALUATION CONTRACTOR FOR ANALYSES AND REPORTING. THE FINAL REPORT WILL BE SENT TO CONGRESS BY THE SECRETARY
