Terms of Clearance: OMB approves this information collection as amended by the Department's revisions of 8/28/90, 9/28/90, and 10/9/90. In addition, the Department must submit the data gathered as a result of this survey to OMB for review before it proceeds with the administration of Phase II, the case study protocols (1885-0518). As agreed to by ED during the meeting of 9/19/90, OMB and OBEMLA will determine jointly whether Phase II should be commenced immediately.

Abstract: THIS STUDY WILL PROVIDE THE DEPARTMENT OF EDUCATION WITH A SUMMARY VIE OF THE CAPACITY BUILDING IMPACT OF TITLE VII GRANTS. DATA WILL ALSO BE USED TO SELECT A NUMBER OF PARTICULARLY SUCCESSFUL PROGRAMS IN CAPACITY BUILDING. THE QUESTIONNAIRES WILL BE COMPLETED BY TITLE VII PROJECT DIRECTORS, THE SUPERINTENDENTS, PARTICIPATING PRINCIPALS, AND STATE DIRECTORS OF BILINGUAL EDUCATION.
